Dr. Eduardo P. Banzon—fondly known as "Doc Dodo"—is Director of the Health Practice Team in the Human and Social Development Sector Office of the Asian Development Bank (ADB). A recognized leader in global health, he leads ADB's regional health agenda, advancing universal health coverage (UHC), health financing reform, primary health care, digital health, and pandemic preparedness across Asia and the Pacific. He works closely with governments, development partners, and ADB operations to strengthen health systems and improve equitable access to quality healthcare. With more than 30 years of experience in health policy, health financing, and health systems strengthening, Dr. Banzon has held senior leadership positions in national and international organizations. Before joining ADB in 2014, he served as Regional Adviser for Health Economics and Health Financing at the World Health Organization (WHO) Eastern Mediterranean Regional Office. In 2011, he was President and Chief Executive Officer of the Philippine Health Insurance Corporation (PhilHealth), leading reforms to advance universal health coverage. His career also includes leadership roles with the World Bank, WHO Bangladesh, the Philippine Department of Health, and the Bureau of Food and Drugs. Since 2021, Dr. Banzon has served as an Honorary Affiliate at the Saw Swee Hock School of Public Health, National University of Singapore, where he contributes to teaching, research, and thought leadership in universal health coverage, health financing, comparative health systems, and global health. He has also taught at the University of the Philippines College of Medicine, the Ateneo Graduate School of Business, and the Asian Institute of Management. Dr. Banzon holds a Bachelor of Science in Biology and a Doctor of Medicine from the University of the Philippines, and a Master of Science in Health Policy, Planning and Financing jointly awarded by the London School of Economics and Political Science and the London School of Hygiene & Tropical Medicine. In recognition of his contributions to public health, he received the 2024 Chevening Alumni Award for Health and Pandemic Response, honoring his leadership and lasting impact on universal health coverage and health system reform in the Philippines and the Asia-Pacific region.
